Bridging the skills gap in European tourism: The PANTOUR training programmes journey
What does it take to build a future-proof tourism workforce? PANTOUR has spent four years finding out and the answer is a flexible, research-driven training system designed to grow with the industry. As the global travel landscape evolves, the European tourism industry is at a critical crossroads. To remain competitive, the sector must combine strong destination appeal with digital innovation and ecological responsibility. To support this shift, the PANTOUR consortium has developed a comprehensive set of training programmes that are practical, modular, and built on real industry data.
These programmes continue the work of the Next Tourism Generation (NTG) Skills Alliance, which established the first EU-level tourism skills framework, and transform it into a future-oriented system, one designed to address skills gaps accelerated by the COVID-19 pandemic and the urgent need for digital, green, and social competencies.
Built on evidence, designed for the real world
The PANTOUR training modules were not created in a vacuum. A transnational alliance of 13 partners, including VET providers, universities, and industry representatives, worked together to ensure every module reflects actual skills gaps rather than generic content. Topics were selected through the Sectoral Skills Intelligence and Monitoring System (SSIM) and Country Skills Profile Reports, recognising that skills needs vary significantly by region. The development process included focus groups and interviews with lecturers at partner universities to identify the most effective teaching methodologies. Work-based and blended learning methods were carefully selected based on their appropriateness for specific digital, green, and social learning objectives. A three-stage validation process ensured that topics were rigorously reviewed by both partners and independent expert groups. The programmes are designed for a wide audience: SMEs, educators, employees, and job seekers across sub-sectors including accommodation, food and beverage, visitor attractions, destination management organisations (DMOs), and travel services.
Tested in practice: the piloting phase
The programmes were tested with a wide range of stakeholders: students, tourism businesses (including hotels and DMOs), VET and higher education educators, and professionals specialising in sustainability, diversity, and digital transformation. Each partner was tasked with piloting three different modules (one digital, one social, and one green) across various educational levels. This ensured comprehensive testing across contexts, professional backgrounds, and learning objectives.
Flexible by design: the modular approach
A key strength of the PANTOUR training system is its modular and flexible design. Users are not required to complete full courses from start to finish. Instead, they can select the topics most relevant to their immediate needs and adapt the content accordingly, making the modules practical for both time-poor professionals and classroom educators. As an example, the module on Carbon Footprint and Energy Management in Tourism illustrates how the lesson plan structure works: clearly defined learning objectives, practical activities, and assessments that can be adapted to different group sizes, levels, and settings.
Coming soon: Resource Book for trainers
To support educators and non-professional trainers alike, PANTOUR will release a Resource Book for Trainers before summer 2026, packed with checklists, tips, examples, and ready-made learning units. For instance, before running a session, the book recommends taking a few minutes to reflect:
- Who are the participants, and what is their background?
- Which parts of the training are most relevant for their daily work or studies?
- Which examples or cases will make the topic concrete for them?
These materials can be used independently by SMEs or integrated into vocational and higher education programmes.
Staying relevant: How the modules keep up with a changing sector
Tourism, sustainability, and skills needs change continuously, which is why the PANTOUR training system is designed not as a static set of courses, but as a living ecosystem that evolves alongside the industry. This happens on two levels. At the trainer level, keeping content fresh doesn’t require redesigning whole programmes. Often, small updates make a big difference:
- Replace an older example with a recent one
- Link the topic to a current challenge in the sector or company
- Add a short discussion about how things are done today
At the system level, three deeply integrated mechanisms ensure the modules stay aligned with real-world needs:
1. ContinuousSectoral Skills Intelligence: The SSIM system actively forecasts and tracks emerging digital, green, and social skills, powered by the project’s Skills Assessment Methodology (SAM). This provides a structured mechanism for long-term, annual monitoring based on real industry data and credible future scenarios.
2. Real-Time Integration via the Skills Lab: The training modules are directly connected to the PANTOUR Skills Lab, which continuously gathers real-time data on skills demand andsupply across the European labour As new skills and proficiency levels are identified, they are fed back into the Skills Lab and linked to the corresponding training resources.
3. OngoingStakeholder Collaboration: Through National and Regional Skills Groups, PANTOUR maintains strong, continuous partnerships between the tourism industry, higher education, VET providers, and government bodies. This collaborative structure keeps education and training providers consistently informed about changing industry needs, enabling modules to be adapted to real-world demands.
Free, open, and ready to use
All PANTOUR training materials are free and publicly available. By intertwining training content with active research, real-time data, and continuous industry collaboration, the consortium ensures the educational resources maintain their long-term relevance, contributing to a more skilled, adaptive, and sustainable European tourism workforce.
